2022世界人工智能大会于9月1日-3日在上海世博中心成功举办，在浦东张江和徐汇西岸设分会场，并在北美、欧洲、新加坡、韩国和中国香港等地设5个海内外分会场，实现多地联动。活动集中呈现上海人工智能和国际人工智能发展之间的紧密互动，推动了人工智能领域的国际交流和合作。

World AI Conference (WAIC) 2022 was successfully held from September 1 to 3 at the Shanghai Expo Center and various satellite venues. At the same time, five international forums were also organized with themes focusing on North America, Europe, Singapore, South Korea and Hong Kong. It reflected the close connectivity and interactions between Shanghai and international communities as well as the momentum of fostering international dialogue and collaboration on AI.

新加坡分会场 “中新AI生态一体化论坛” 作为备受关注的海外论坛之一，于2022年9月3日成功举办。

本次论坛由SWITCH新加坡科技创新周主办，东浩兰生集团和AIII人工智能国际研究院承办，重点关注两个主题：

The WAIC x SWITCH China-Singapore AI Ecosystem Collaboration Forum is one of international AI forum that is highly watched and was held with great success on September 3.

论坛开场，主持人蔡炯先生做了富有启发性的开场介绍：

有些人会将人工智能与科幻小说中的机器人联系在一起，但在现实中，毫无疑问，人工智能已经对我们的生活产生了重大影响，并极大地改变了我们的生活方式。

The host for the forum was Mr. John Cai who began with an inspiring opening remarks as follows:

Some people associate AI with science fiction robots, but in reality, there is no doubt that AI have already had a major impact on our lives and have dramatically changed the way we live. 

For examples, social media networks utilize AI to advertise more effectively to users. Some digital assistants offer home automation, which allows you to use the voice to control your lights, household electrical appliances, and other devices. In online shopping, one major function of AI is chatbots, which are typically to answer questions and offer solutions to common problems. 

But since AI is so powerful and is developing very fast, there are some aspects to AI that can be harmful and even dangerous.  

Deepfake is a real threat to society influencing the sentiments and perceptions of people around us. Popular celebrities, politicians are getting badly affected by the misuse of AI-backed such technologies. Some hackers are using viruses powered by AI to get their hands on our private information to gain benefits. 

Are there any better and sustainable approach for AI?

Let’s welcome our distinguished speakers to share with us their insights and solutions.

Prof Wong Tienyin 黄天荫院士 - Tsinghua Medicine Founding Head and Chair Professor 医学研究院的创始院长及讲席教授

王教授分享了他将人工智能应用于医学方面的经验和观点，他是清华医学的创始负责人和讲席教授，此前担任新保集团（SingHealth）副总裁主管科研与教育、杜克-新加坡国立大学医学院副院长有着独特的新加坡-中国跨境关系和经验。

他在主题演讲中分享了疾病和医疗保健的变化趋势：(1)老龄化和慢性疾病 (2)医院、医生和护士等医疗资源不足 (3)医疗成本增加 (4)转向精准医疗 (5)转向院外医疗，以及AI等深度技术如何提供帮助。

王教授也对中国与新加坡的差异进行了总结和对比，并强调了不足之处。他总结道，虽然人工智能在改变医疗保健方面有巨大的潜力，而且我们在人工智能的技术方面已经取得了研究进展，但在医疗保健环境中采用人工智能需要理解临床工作流程，调整激励措施，并应对非技术情况带来的挑战。

We are very privileged to be able to invite Professor Wong to share his experience and perspective on applying AI to medicine because of his unique Singapore-China cross-border as Founding Head of Tsinghua Medicine and Chair Professor at Tsinghua University and in the prior leadership role as the Deputy Group CEO (Research and Education) of SingHealth and Vice-Dean of Duke-NUS Medical School.

He opened his keynote speech by sharing the changing disease and healthcare trends of (1) Aging and chronic diseases (2) Inadequate healthcare sources such as hospitals, doctors and nurses (3) Increasing healthcare costs (4) Shift towards precision medicine and (5) Shift towards out-of-hospital healthcare and how deep technology like AI can help.

At the end, he summarised and contrast the differences between China and Singapore and highlighted what are lacking. He concluded that while AI has great potential to transform healthcare and we have made research progress in the technical aspects of AI, the adoption of AI in the healthcare settings requires understanding of clinical workflow, aligning incentives and addressing non-technical challenges.

Dr. Sean Zhou 周翔博士 - United Imaging Intelligence 联影智能医疗 Co-CEO

周翔博士在演讲开始时明确表示，Medical AI绝对是AI4Good，但我们还没有实现法律意义上的负责任人工智能（Responsible AI）, AI还没有准备好取代医生，在可预见的未来还不会受到政府的监管批准(FDA/CE/NMPA)。

他分享了联影智能医疗公司(United Imaging Intelligence)取得的许多进展，该公司是一家人工智能领域的独角兽公司，现在可以在原始研发的基础上提供40多种人工智能驱动的产品，已经部署在中国1000多家医院。

他的结论是，懂医生的AI会战胜不懂医生的AI。

关于中国-新加坡在医疗领域的人工智能合作，周博士指出，一个关键的必要合作领域是解决新加坡如何以类似于FDA的方式采用CFDA(NMPA)的中国监管标准。

Dr. Sean Zhou began his keynote speech with a clear statement that Medical AI is absolutely AI4Good but we have not and yet to achieve Responsible AI in a legal sense and that AI is not ready to replace doctors and not in a foreseeable future as regulated by governments (FDA/CE/NMPA).

He shared many of the progress made at United Imaging Intelligence, an AI unicorn in healthcare, where they can now offer 40+ types of AI-driven products based on the original research and development and have been deployed for more than 1000 hospitals in China.

He concluded that AI who understand doctors will win over AI that do not understand doctors. 

For China-Singapore AI Collaboration in healthcare, he has indicated one key necessary area to work together is to  address how Singapore can adopt China regulatory standard of CFDA(NMPA) in similar way as FDA.

Dr. Luo Zhen 罗震博士 - BaseBit Technologies 翼方健数  CEO

罗震博士以一个假定的、直观的CCTV数据和人脸识别AI技术的使用案例开始了他的演讲，说明同样的技术可以用于好的方面，也可以用于坏的方面。

他还分享了如何使用隐私增强技术(PET)来确保保护来自多个数据源的数据，并使数据更容易获得，这是“AI for Good”和“Good for AI”相互促进影响的一个很好的例子。

Dr.  Luo Zhen opens his speech with a hypothetical and intuitive use case of CCTV data and the use of Facial recognition AI technology that how the same technology can both be used for good and bad.

He also shared how Privacy-Enhancing Technologies (PET) can be used to ensure protection of data from multiple data sources and made data more available and it is a very good example of mutually reinforcing impact of “AI for Good” is also “Good for AI”.

Huang Yan 黄岩 - Lantern Capital Managing Partner 领中资本管理合伙人

黄岩，领中资本管理合伙人，淡马锡风投(Vextex Ventures)合伙人，分享了AI行业生态和中国AI场景赋能。

他分享说，根据IDC的数据，目前全球AI行业的市场规模在2022年为4320亿美元，增长19.6%，而2021年中国市场为52亿美元，增长43.1%。ARK Investment预测，到2030年，全球AI市场规模将达到1.7万亿美元，平均增长率为57%。

他也表示，在中国市场，AI应用的场景越来越多，跨越了10个规划的示范性场景。它还提供了一个横跨AI生态系统和行业的广泛路线图，重点是AI可持续发展的4个支柱，即政策、技术、投资和应用。

他强调了人工智能将如何促进虚拟世界-现实世界互动的重要性，并总结了中国和新加坡的人工智能生态系统可以在哪些领域开展合作，发挥互补优势。

Huang Yuan, who is Shanghai-based Lantern Capital Managing Director and was Partner at Temasek-linked Vextex Ventures, shared about AI Industry ecosystem and the empowerment of deployment scenarios in China.

He shared that according to IDC, the current global market size of AI industry in 2022 at USD 432 billion growing at 19.6% while China market in 2021 is 5.2 billion with a growth rate of 43.1%. By 2030, according to ARK Investment, the global AI market size will grow to USD 1.7 trillion with an average growth rate of 57%.

He also shared that in the China market, there are more and more scenarios for AI applications across 10 planned exemplary scenarios. It also comes with an extensive roadmap across the AI ecosystem and industry with focus on 4 pillars of AI Sustainable Development, i.e. Policy, Technology, Investments and Applications. 

He can highlight the importance of how AI will promote Metaverse-Real World Interactions and concluded with where are the potential areas China and Singapore AI ecosystem could collaborate with their complementary advantages.

Dr. Roy Lee 李嘉伟博士 - Singapore University of Technology and Design (SUTD) Assistant Prof 新加坡科技与设计大学助理教授

SUTD新加坡科技与设计大学AI Mega Centre部门产业副主任Roy Lee强调，社交媒体上的错误信息对我们的社会造成了许多危害，世界上不同的政府包括新加坡，都通过了有关在线内容的法律。他还分享了人工智能如何用于内容审核，以对抗在线伤害。

他也分享了SUTD AI Mega Centre人工智能研究的6个重点。他的结论是，打击在线伤害是困难的，人工智能是一个成本效益高的解决方案，内容审核是一个不断增长的市场。他强调，通过比如SUTD Mega Centre的OSCAR等研究工作的商业化来构建人工智能解决方案的合作是必要的。

Assistant Professor Roy Lee, who is also Deputy AI Sector Lead (Industry) at SUTD AI Mega Centre, highlighted the impact of mis-information on social media has caused many harms to our society and that different governments in the world including Singapore have passed to pass laws on online content. He also shared how AI can be used for content moderation to combat online harm.

He also shared 6 thrusts of AI research at the SUTD AI Mega Centre. He concluded that combatting online harm is difficult, AI is a cost-effective solution and content moderation is a growing market, he emphasized that collaboration is necessary to build AI solutions via commercialisation of research work such as OSCAR at SUTD Mega Centre is necessary.

Tian Feng 田丰院长 - Tech4SDG Secretary General 亚洲科技促进可持续发展目标联盟秘书长

作为亚洲科技促进可持续发展目标联盟秘书长，田丰分享了他对数字亚洲的愿景，即通过成立Tech4SDG亚洲联盟，增强实现联合国可持续发展目标(SDGs)。

他还分享了经过国际顾问组评审选出最具代表性和推广价值的9个获奖案例，并详细阐述了每个案例的价值。

他总结道，亚洲Tech4SDG联盟提出了1个总体目标、2项共识、3类鸿沟挑战的破解以及4种行动举措。

Tian Feng, who is also Dean of SenseTime Intelligent Industry Research Institute, shared his vision of Digital Asia by empowerment of technologies towards United Nations Sustainable Development Goals (SDGs) via multilateral formation of Tech4SDG Alliance for Asia.

He also showcased the list of 9 initiatives that have been recognised for their contributions with impacts towards the SDGs with elaboration of each of these initiatives.

He concluded by stating the 1 overarching goal, 2 consensus, 3 types of divides that pose a challenge and 4 initiatives of the Tech4SDG Alliance for Asia.

As an important part of the China-Singapore AI Ecosystem Collaboration, two MOU ceremonies were announced and held to celebrate the outcome of successful intent of strategic collaboration.

第一份合作备忘录(MOU)仪式标志着WAIC与SWITCH的战略合作关系。双方带着前瞻及战略眼光，于2021年开始合作，曾携手举办了3次AI论坛，包括本次中新AI生态一体化论坛。本次签订MOU战略合作协议备忘录，旨在强强联手，优势互补，共同拥抱前沿科技，构建中新合作共赢的美好局面。

在蔡炯先生的主持下，该合作备忘录由WAIC的总承办方代表东浩兰生AI项目部总经理裘浩明(Qiu Hao Ming)女士和新加坡SWITCH创新科技周代表MP执行董事黄瑞斌(Jason Ng) 先生签署。

新加坡企业发展局及SWITCH创新科技周相关负责人岑伟源(Woei Yuan Seng)先生和AIII人工智能国际研究院院长翁家良(James Ong)博士共同见证了现场签约。

The first Memorandum of Understanding (MOU) ceremony signified the strategic collaboration between WAIC and SWITCH. With great vision, both parties have began collaboration in 2021 and thus, including this AI Forum, this is the third in the series of AI Forums held together. The signing of this MOU strategic cooperation agreement memorandum aims to join forces, complement each other's advantages, embrace cutting-edge technology, and build a win-win situation for China-Singapore cooperation.

Moderated by John Cai, this MOU is signed by Ms. Qiu Hao Ming, GM of ELBS responsible for WAIC and Mr. Jason Ng of Executive Director of MP of Pico Group, representing SWITCH.

It is also witnessed by Mr. Seng Woei Yuen, Deputy Director of SWITCH, Enterprise Singapore and Dr. James Ong, Managing Director of Artificial Intelligence International Institute (AIII).

第二份合作备忘录(MOU)由新加坡管理大学SMU学院、新加坡风险与保险管理协会(RIMAS)和人工智能国际研究院(AIII)签署。三方将携手合作，共同打造并交付一系列项目，旨在让在职专业人士和组织能够利用人工智能技术完成更多任务。合作备忘录(MOU)签署仪式在新加坡管理大学校园举行，出席仪式代表为新加坡管理大学学院的Michael Low先生、新加坡风险与保险管理协会(RIMAS)的Andeed Ma先生和人工智能国际研究院(AIII)院长James Ong博士。

The second Memorandum of Understanding (MOU) is signed between 

Singapore Management University SMU Academy, Risk and Insurance Management Association of Singapore (RIMAS) and Artificial Intelligence International Institute (AIII) to provide AI-related opportunities for professional development. The 3 parties will work together to co-brand and co-deliver a series of programmes that are designed to give working professionals and organisations the ability to accomplish more with artificial intelligence technology.

The MOU signing ceremony was officially conducted at Singapore Management University campus with Mr. Michael Low of SMU Academy, Mr. Andeed Ma of Risk and Insurance Management Association of Singapore (RIMAS) and our Managing Director, Dr. James Ong.

At this roundtable panel, we are privileged to invite and feature an impressive list of speakers including:

• Dalith Steiger, a AI woman leader and entrepreneur from Switzerland, who has co-founded a global ecosystem of AI network at SwissCognitive.

• Oscar Ramos, who is originally from Spain but have been living in Shanghai for 15 years, is a partner at SOSV, a global VC that has invested more than 150 startups across the world. 

• Dr. Luo Zhen, based in Shanghai, received his doctorate from US and now an AI tech entrepreneur who has founded Basebit.ai, a soon-to-be AI4Good Unicorn.

• Dr. Roy Lee, an assistant professor and scientist in Singapore, who is working on solving hard problem on AI4Good.

Moderated by Dr. James Ong, he opened by stating that it will take a village of people from all over the world who cares about the impact of AI to advocate AI4Good via connecting, dialogue and collaboration.

Each of the panel speakers shared about their experience and perspective on AI4Good, raised their worries about current AI and future and pointed out on the challenges to enable AI4Good. They concluded by articulating how the different AI ecosystems from across the world could collaborate to drive AI4Good.

Moderated by John Cai, each of the panel speakers shared their experience of growing to become unicorn, exchange their differences in experience between China and Singapore market, what are the challenges they face and how they overcome these challenges and solicited their suggestions how unicorns how China and Singapore/ASEAN ecosystem could collaborate.
